Players vote using the /skipnight command or by sleeping in a bed.
Live vote progress is broadcast to all online players.
The required vote percentage is fully configurable.
Can be enabled to automatically start a vote as soon as it gets dark.

Place it in your server's plugins/ folder.
Restart your server to generate the configuration file.
Configure your preferences in plugins/SkipNight/config.yml.
Use /skipnight reload to apply changes instantly.
