When playing with Applied Energistics i felt that going to the nether to get started with some things was a chore so if you share my feelings throw this into your mods folder, find new chunks to load or start a new world and nether quartz ore will generate in the overworld.
Minimum Forge Version required is v10.12.0.1054 for 1.7.2
