Allows snowballs to pile up snow when thrown.

Permissions
- snowballstacker.stack: Allows stacking of snow by throwing snowballs.
- snowballstacker.freeze: Allows freezing water by throwing snowballs.
- snowballstacker.admin: Allows use of admin commands.
Commands
- /snowballstacker - Main command - Shows settings and commands to user.
- /snowballstacker perms - Op's and Admin's can use this to see the plugin's permissions.
- /snowballstacker setfreeze [true/false] - Turn freezing of water on or off.
- /snowballstacker setsnow [true/false] - Sets whether snow will stack only in snow biomes or not.
- True=Only snow biomes, False=All Biomes
