Tinkers' Advanced-Core

A library targeted on the development of Tinkers' Advanced Series, Including:

• Tinkers' Advanced-Tools
• Tinkers' Advanced-Materials
• Tinkers' Advanced-Utilities

Providing some common objects including: 

• A new register allowing registering item while writing informations about materials and can be used in DataGen;
• Config controlled Recipe Condition (Same as the one in TCon3, but exposed public method to add new conditions).
• Config controlled Placement Filter.
