Speed Building - Scaffolding behavior

You can build multiple ladders and rails away from you in the expected direction.

Implemented in a similar fashion to scaffolds

 This mod does not change scaffolding at all.  It updates many other blocks such as rails, ladders, and redstone to have similar building properties to scaffolding
