Better Certus Quartz for 1.20.1+ (For NeoForge)

Do you ever struggle to get enough Certus Quartz for your ME systems? Me too (especially with the newer updates), so I made this mod to make Certus Quartz easier to obtain, independent of any other mod (except Lemon Core).
Q: How is Certus Quartz made easier to obtain?
A: By adding the ore back into the world, both the charged and normal variants, for both stone and deepslate.

This mod is inspired by: Applied Energistics 2. It is essentially an addon for it, but it can function without it installed (though there isn't much reason to install it without Applied Energistics installed too).
