This is Enhanced Dragon Egg (EDG), formerly known as Better Dragon Egg, EDG modifies the textures and the original dragon egg model.
If you aren't using Optifine, make sure you have at least one of these mods installed: Continuity, MoreMcMeta Emissive Textures, or a mod that adds emissive textures to Minecraft.
