SwingThroughGrass is a plugin that allows players to hit mobs in tall grass and other two-block-tall vegetation, eliminating many frustrating moments where tall grass consumes a hit in its entirety. The plugin works on any version 1.14+, and doesn't require updating across Minecraft version upgrades.
