This plugin creates a system with which you can easily make titles appear when entering/leaving a worldguard region. This works if someone walks or teleports into a region, and when someone spawns in a region. Here's a video showing the commands (in the description of the video is a link to the second part of the video).
The main command is /prg, you can get more information ingame by typing /prg.
