Add commands to Emotecraft plugin

emotes play [emote] [player] [forced]
To play an emote on someone

emotes stop [player]
To stop the emote on someone

emotes reload
Reload server-side emotes

Using these commands from command blocks, datapack functions, or chain with execute as is __possible__!

After reloading the emotes, The new emotes can be used immediately, but already online players won't see the new ones in their list...
