When you activate this plugin, All of the creepers will be charged when they spawn. If you put this plugin on youe server while it is running, do /reload or just type reload in the console and then do /kill @e[name=Creeper] or kill @e[name=Creeper] in the console in order to kill all of the creepers. When the creepers spawn again, then they will be charged up.
