This small plugin adds a new concept to your world: Arrows that bounce off walls or objects, in the mirrored direction. This will make closed range PvP and PvE more interesting and challenging.
To shoot bouncing arrows, a player will need a bow that has a silk touch enchantment. Then, any arrow fired at a wall or other surface or entity will bounce off. The new direction of the arrow is the mirrored direction of the original projectile with respect to the surface hit. The speed of the arrow when it bounces depends on the force of the original shot.
Please note that it's not possible to enchant a bow with the silk touch enchantment in survival mode. You may use that fact, along with other plugins, to control the ways this bow can be obtained or crafted by your players.
Beyond that, BouncingArrows is an extremely simple plugin. There are no commands. If you wish to give the ability to shoot boucning arrows only to one group of players, you can set the permission node "bouncingarrows.use". To bounce snowballs and eggs, use the permission "bouncingarrows.bounceother", which defaults to ops only.
