/msg <player_name> <message>: sends a personal message to the specified player.
Configuration
hasToBeOperator: If true only server operators can use the plugin's commands. Else, everyone with the cansendmsgs permission can use the /msg command respectively.
usePermissions: If false, no permissions are required to run the plugin's commands.
Permissions
cansendmsg: players with this permission can use the /msg command.
