How it works:

1. all crystals have ores that spawn seamlessly with various rates
2. ores begin "budding" into large crystals that eventually become crystal blocks.
3. crystal blocks begin budding themselves into more crystals that become more crystal blocks.
4. once there are 15 crystal blocks max in an area, they stop growing. Not all crystals grow.
