This mod allows Spell Power enchants to be applied to unbreakable items. Without it, Spell Power's enchantments (the spell-amplifying ones) are rejected on items that can't take damage, such as unbreakable staffs or gear.
This is basically because it inherits Minecraft's unbreakability check, which is used so Mending and Unbreaking can't be applied to unbreakable items (for obvious reasons). So with vanilla Spell Power, if you try enchanting an unbreakable item with a spell power enchant, it will not work.
