Phantoms are modified to become much more dangerous. Changes include:
Phantoms will carry off their prey, and then drop them from a height.
Phantoms will target livestock and villagers in addition to players (though cats still scare them away, and putting your pets on a lead will keep them safe).
Phantoms can stun their prey with their terrifying call, making it much harder for the player to attack them.
Phantoms are better at pursuing flying players.
Phantoms will rarely spawn even on nights when the player is well rested.
