This mod adds Redstone PCBs from Better With Addons but standalone with no Better With Mods dependency.
Redstone PCBs are blocks that affect the connectivity of redstone wire placed on top of them.
The connectivity of PCBs can be changed by right-clicking their top face.
They also look ok so you can use them for decoration.
PCB canonically means Popular Carved Block.
