This mod adds only one feature, 'Quartz Smelting'.
You mine quartz ore in the nether to gain experience to reach level 30... What do you do with the quartz you mine? Do you throw it into the lava?
This mod allows quartz to be used in other ways besides as a building block.
If you put quartz (and any quartz blocks) in a furnace or blast furnace and wait... the quartz will turn into bone meal (or bone block if it's a block) and give you a quite lot of XP.
Recycling, that is!
Nether Quartz : 5 second(furnace)/2.5 second(blast furnace), 5 exp, turns into bone meal
Any Quartz Block : 10 second(furnace)/5 second(blast furnace), 22 exp, turns into bone block
