Adds the lightning charge, which can be used to spawn lightning on command in survival. It can be crafted with an ender pearl, glowstone dust, and a ghast tear. The lightning charge can only be used in open air, and not underneath any blocks. Lightning charges can also be used by dispensers to spawn lightning adjacent to it.
