GT Lib is just a library any mod dev can use to easily create any GregTech like tech mod. It is possible to use it for a generic tech mod, but you might find that some things like the material system don't quite fit. it's currently used for my mods GT5R and GT4R.
For players this provides no features by itself, it's just a dependency for other mods.
