All this mod does is add a biome known as the Frozen Wasteland, a biome covered with ice along with some trees made of ice and snow.
It also adds a very weak pickaxe made of ice, allowing players to break stone without getting wood.
This mod was created for the modpack Heart of Ice, rather than that, it has no other purpose.
