Factory Forcer intends to force players to build actual factories, or at least houses, around their workstations and machines. Because minecraft has no weathering mechanics, players can build nuclear reactors, enchanting setups, steam engines, and various other unsightly contraptions smack dab in the middle of their lawn, driving down local property value!
The mod works by checking blocks that have the "factory_forcer:indoor_only" tag for a roof over them, and preventing the player from placing it if there is no roof, as well as giving them a message and returning the item. Furthermore, if a player tries to place a block on top, and then break it, all tagged blocks will break until the next roof as well. I highly recommend using a mod like KubeJS to add the tag to whatever blocks you may want to have this property, as well as modifying the blocks already included in the mod.
