Dragon heads can be used as toggle-able chunk loaders in any dimension. Powering a dragon head will load a ring of chunks around the dragon head similar to if they had been forceloaded.
Dragon heads are adequately rare that this does not entirely trivialize chunkloading and still leaves room for portal based loaders in the overworld / nether.
