Adds the Ability to Craft wither skulls. This is for your modpacks where you want the Nether Disabled but still want them to get nether stuff without the portal to the nether. I suggest using NEI (like with every mod) for crafting recipies. This is also used in SkyBlockPlus server due to the nether not working correctly so im using this until fixed. anyways hope you all enjoy. comment bugs and will be fixed asap
