Stained glass blocks were first added to vanilla Minecraft in 1.7.
What this mod does is backporting them to Minecraft 1.6.4- so that colored glass can be used even in such an old version.
Now it is avaliable for Legacy Fabric too! (but for now lacks the recipes- unlike the Forge version)
