Adds a command that enables/disables cheats, does nothing else. This was created to make it easier to permanently enable/disable cheats in a world, as it normally requires downloading an NBT editor, finding the level.dat, and set "allowCommands" to 1. This simplifies the process to just be a simple "/cheats true" and then restart the world.
