Cape Jitter Fix

Fixes Cape Jittering in Minecraft 1.19.2.

Capes have been known to jitter (vibrating back and forth) a lot prior to Mojang's fix, which has gotten very annoying for players especially since the addition of the Vanilla and Migrator capes.

I've decided to make a very lightweight fix for this, so we can all play with capes without having eyesores.
