Boat Behavior Tweaks

I made this mod with a lot of help from the Minecraft Modding Discord and the Forge Discord. 

This mod changes Boats in 2 ways:

• Boats no longer gain super speed on ice blocks; instead they act like they were going over any other block.
• Boats regain the ability to float up when under still water. 

Either of these options can be turned off in the configs
