Makes the narrator read chat more consistently, minecraft's default narrator sometimes refuses to work on servers that deliver chat messages with custom formatting
also allows narrator to read signs on a keypress
currently uses the same tts library as vanilla minecraft loads, might implement a way to load custom libraries in the future
NOTE: works best with minecraft's default narrator setting set to off because I don't yet know how to supress the default behaviours
