You can craft them by putting an Eye Of Ender in the middle and surrounding it in Prismarine Shards, Blaze Powder, Amethyst Shards, Glowstone Dust, Feathers, Rotted Dirt or Ice.
To crack a heart you need to craft a Heart Cracker using a diamond and 7 Chiseled Stone Bricks.
