As a player, you can summon mounts configured by the server admins/modpack creators. This includes flying mounts! To learn mounts, you must craft a Mount Bench and use the item required to unlock a mount on that bench.
As a server admin/modpack creator, you can make any mob in the game (including modded ones) into a mount. Note: some mobs may not work, you'll have to find these out yourself manually. I haven't tested all vanilla mobs either, but the only mob I know for sure doesn't work is the Ravager.
Client Config:
active_mount_overlay - should your active mount appear on your hud?
item_tooltips_shown - if set to 'true', items will have a tooltip showing what mount they unlock, though this can be disabled by servers
Common Config should be self-explanatory from the default config. Time values (cooldown, charge_time, duration) are given in ticks, speed is given in god knows what measurement Mojang uses for a mob's maximum speed (generic.movement_speed attribute).
