Allows administrators to define which tools can break which blocks.
Simply install the plugin, start your server, modify the configuration file and restart the server.
Under the blocks heading add the ID of the block you wish to change then make a string list under that with names of the tools you wish to be able to break those items. Users will always be able to punch items. Names are the same as the Bukkit material enum but in lowercase and with underscores replaced with spaces.
