Cracker's Wither Storm mod is required.
When placing: Right-click to place it
When collecting: Left-click on the command block to collect it.
You can craft command block, command related books and its diamond sword, but the command block diamond sword can't destroy Cracker's Wither storm mod's wither storm so using that mod's sword to kill the wither storm is the best approach.
