It was created to broadcast a message saying "Server reload. Lag incoming.", and was made for anyone who reloads instead of restarts. There isn't a "Reload finished." message because of the fact that that message is already given.
1.Run /reload.
2. Using /reload, the server will say "Server reload. Lag incoming."
