Quiet Chat

This plugin is a chat plugin that lets your player to right click an item (that can be configured) and it will simply disable incoming chat and disable there chat also. This plugin is perfect for hub servers that want players to be able to toggle their chat on and off. Players also need permission to use this, so if you want only certain players to be able to do it then you just give them the permission.
