If so, then consider getting OnStartup(). This plugin was made to perform a simple task; to do these basic things when a server loads. Simply put the .jar in your plugins folder, and boot up the server, configure the config, and restart.
OnStartup loads the worlds and commands you specify in the config file when it is loaded by the server.
