This plugin disables EnderPearls in a region defined. So nobody can teleport with EnderPearls when the person is in the defined area.
The region is defined whith two position. The region is a rectangle and is defined by the X and Z axes.
To define the region, go to a corner of the rectangle, and enter the command : /setender 1
Then go to the other corner and do the command : /setender 2
To bypass it, you can use the permissions : MinaEnder.bypass
That's it !
