No more requiring to place users in a global chat channel where they can spam and annoy, just let them shout! iShout uses a timer for shouts, where the user can only shout once per minute. If they try to shout before time is up...They get denied! Shouting is toggle-able with permissions for: Skipping shout timer. Shouting in Color, and Toggling Shouting!
