Only allows phantoms to spawn on full moons (every 7 days in-game). They are the worst mob, no I'm not installing a sleep vote plugin, I just want them to go away. Spawns via eggs/spawners are allowed, only natural spawns are denied.
Developed for 1.14.4, but I don't see why this shouldn't work for 1.14.x in general.
