This is a simply plugin with a large amount of customization that allows you to do more with enchants than Minecraft allows by default. You can set the maximum level of enchants that can be obtained through letting users combine lower level enchants, along with removing enchants that are not desired on said item.
Only one command, yet with so much functionality!
-eenchant <add|remove|combine|list> [<enchantment>] [<level>]
Add- Reccomended for admin use only. It can add any enchant to any item.
Remove- Tt can remove any enchantment from an item. Optional level cost
Combine- Main subcommand for users. It can move enchantments between items, and if each item has the same level, then it will increase the level! (up to the maximum level set by config)
List- Lists all avalible enchantments along with their maximum levels

for the rest, the number after the enchant name is the maximum level. Set at your own risk.
