To install this Plugin all you have to do is Drag and Drop this into your Plugins folder and give your VIP or User or whatever rank the permission to heal. This Plugin allows for players to heal themselves and to heal other players and it is a great small plugin to have on your server for VIPs on PVP/Faction servers.
