Simple plugin to charge players a configurable percentage amount on death

Features
- Configurable percentage to be charged on player death (amount can now be rounded to next highest int)
- Permissions bypass: deathcharge.exempt
- Custom messaging that supports color codes! [5/15/13]
- Ability to mark WorldGuard regions to be excluded from the plugin
- Players will not lose money from death while in an excluded WorldGuard region
- Excluded WorldGuard regions are world-specific
- Option to not have players charged if their death is caused by PVP -> Request
- Option to exclude whole worlds from the plugin
Commands
- /deathcharge : Base command displays about message
- /deathcharge region : Adds or removes WorldGuard region from the excluded regions list
- /deathcharge world : Adds or removes Worlds from the excluded worlds list
- /deathcharge reload: Reloads configuration file

- For right now configs will need to be deleted/renamed between updates
as I have not found an efficient way of updating configs yet
