You can give yourself this by typing /summonelectricstick. You right-click whilst looking at a block that can be up to 100 blocks away and then the lightning will come down. There are more options coming out for this later on. By default the only people that can summon the staff are people that are opped (perm lvl: 4)

I reccommend a custom crafts plugin to allow for the staffs to be crafted.

Installation

Installation differs depending on what server host you are running. On Kinetic and most other server hosts you will need to head to files and put the .jar file in the plugin folder.
