• Download Vault
• Drag and drop into your plugins folder
• Reload/Restart

Suggestions!

• I suggest using the plugin Citizens and CommandNPC
• Type /npc create [name]
• Type /npc select [the npc your created]
• Type /npc setcmd false bar
• Now every time someone right click that npc it'll open up the bar!
