How it works:
If the officer is online the parolee can join the server
If the officer is offline the parolee cannot join the server
When the parolee leaves it notifies the officer above the taskbar and plays a sound!
Adds a basic parole command
/parole add <officer> <parolee>
/parole remove <officer-parolee>
