Minegyk(a play on words, minecraft and magic mixed together) is a plugin designed to bring magic into the world of minecraft. It adds a level up system, mana system and a few spells. It is, however, still in development so there are a few bugs and things missing.
For each of the spells, you need to have a certain item. Below is a table showing the certain spells and what they require.

This plugin is best used for pvp as the spells are designed more for combat with other players than for surviving in the world.
The spells use a mana system that takes advantage of the experience in minecraft. All spells so far use 1 experience level except for the creative spell(using a firework star). You may thing that that's expensive but with a few blaze powders, you can refill your levels. Also, there is a new level system in minegyk; every 5 experience levels, you gain a level in minegyk until you become level 5 in minegyk (5's the magic number!). With each level, you gain more powerful spells(for example, you can go from a lvl 1 burst to a lvl 5 burst). Your display name also changes with each minegyk level.
It appears as: 'Level <minegyk level>: <player name>'. For instance, if Notch was level 5, he would be called 'Level 5: Notch'.
This plugin is extremely simple to setup, all you need to do is download the plugin from here, place it in your plugins folder(in your server directory) and run the server. No permissions are required and you don't need to worry about any config files, just load and play.
