Description
Check out Advanced Holograms, a more developed forge alternative developed by a fellow Pixelmon dev. This project is no longer maintained.
A pure forge alternative to the many hologram plugins for server software, this allows developers to create, update, and remove multi-line in-world floating text.
While there are commands to create and remove these, it's primary function is to assist developers wishing to manage things such as leaderboards and MOTDs.
The load command reads text files from config/hologramtext (which is created on first run) and must include the extension.
Commands:
/forgeholograms load <hologram id> <dimension id> <x> <y> <z> [file name]
/forgeholograms create <hologram id> <dimension id> <x> <y> <z> [hologram text]
/forgeholograms delete <hologram id>
Permissions:
forgeholograms.load for the load subcommand
forgeholograms.create for the creation subcommand
forgeholograms.delete for the deletion subcommand
For Developers:

A 1.16.5 version is in development, and both will be maintained with feature parity. Due to internal changes in Minecraft, the database file will need to be migrated after updating. A small .jar will be made available to handle this automatically.
