Farmland is a very lightweight plugin which blocks the standard transformation from farmland / soil to dirt and stops ice from melting. However, it does not keep the blocks hydrated! This plugin is not version dependent, since it just cancels a single transformation event, which means you are good to go with any bukkit version for Minecraft 1.5 and above.
