Summary (taken from the original mod page):
This mod allow anvils to transfer enchantment from one item to another (provided they are of the same tool type like sword to sword or pickaxe to pickaxe). The previous enchantment holder is lost in the process. Tool material is not checked as a requirement for combination, allowing different tool material to be combined.
If the item already has enchantment, they will combine like how anvil normally combine two same tools' enchantment. Example: (Efficiency IV + Efficiency IV = Efficiency V, Fortune I + Fortune II = Fortune II).
Level cost is flexibly configurable. Go to the common directory config of Minecraft for more details.
