ChatCoolDown Is a plugin that makes people wait 5 seconds before speaking after they just spoke. It is intended to prevent spam and lag.
Features: If they speak and speak within 5 seconds after it will say in red: "You must wait 5 seconds before being able to speak again!"
Permissions: ChatCoolDown.Bypass (Bypass' CoolDown as does OPs by default.)
